Can I use the NHF on the basis of CL insurance?
Many foreigners in Poland ask whether private KL insurance allows them to use the National Health Service like a premium-paying citizen. This is important, because in an emergency, quick help and clear rules count. In this article, we explain the differences between NFZ and KL insurance, show when and how you can legally become eligible for NFZ, and what to do in practice when registration refuses to fund benefits. You'll find specific tips, links to resources and examples to help you safely use health care in Poland.
NFZ vs. KL insurance - key differences
NHF is a public health care system funded by premiums. KL insurance is a private policy that covers medical expenses and assistance, according to the terms of the contract. A KL policy does not replace the NHF and does not confer entitlement to it. In practice, this means that a facility funded by the NHF will verify your entitlement to benefits in the eWUŚ or on the basis of documents, and a KL policy is not such a document. KL, on the other hand, can arrange and pay for treatment within its limits, including at private facilities. For more background, see our KL insurance in Poland.
NFZ - on what basis does it operate?
The right to the NFZ is based on the title to health insurance (e.g., employment contract, order from the Social Insurance Institution, business activity, student status with a voluntary contract, family member of an insured person). EU/EFTA citizens can receive necessary benefits on the basis of the EHIC card. In each case, the NFZ-funded provider must see the right to benefits - electronically or in the documents. Lack of such a title means that the NFZ will not fund the visit, and the facility will bill the patient.
KL insurance - what does it really cover?
KL policies for foreigners in Poland cover medically necessary medical expenses for sudden illnesses or accidents, hospitalization, treatments, diagnostics and medicines - up to the amounts and limits in the policy. They usually operate through a 24-hour Emergency Center, which arranges and pays for assistance. The T&Cs also indicate exclusions, such as elective treatment, some dental procedures or costs already reimbursed by the National Health Service. We describe the details of coverage in more detail in the category scope of protection.
💡 Tip
A CL policy does not confer entitlement to the National Health Service. Think of it as covering medical expenses and arranging assistance, not as a document entitling you to public benefits.
Will you benefit from NFZ on the basis of CL insurance?
The short answer: no. CL insurance is a private benefit and is not a title to health insurance. At the registration of an NHF clinic or hospital, you will be asked to confirm your right to benefits (eWUŚ, ZUS RMUA, student ID + voluntary contract, EHIC). If you do not have the title, the facility may accept you for a fee. Then contact your KL policy assistant - they will often arrange the visit and pay for benefits within limits. ℹ️ Remember
In an emergency, the hospital will provide assistance to anyone. If you are not entitled to the National Health Insurance, the costs will be billed to you - this is where CL insurance comes in handy.
